Development without MSDN

Hi there, just wanted to confirm my understanding of licensing for development and testing purposes.  Currently I believe we have an enterprise license for our company for the big tickets like Windows and Office, however, we do development to enhance/extend/integrate products into Office, Windows and other Microsoft technology.  I'm just having an argument with our IT/procurement group that we should be fine to use our enterprise production licenses for the use of development and testing (I know the opposite is not true, we cannot use MSDN for production) -- can you confirm that no special MSDN licensing is required and I can just use our standard production licensing (same as say, an accountant in our company) for Windows or Office even though I'm modifying, extending, integrating to those products?  (I personally don't believe that to be true, and hence why we continue to get VS Premium) -- if that is the case, can you point me as the specific license terms for the production license model that explicitly says I can't so I can end this debate?
